Getting a removal vehicle to your door in Milan
The permit, and which office decides it
Street space for the vehicle comes from an occupazione temporanea di suolo pubblico, a temporary concession to occupy public ground; the Comune's own page names traslochi, removals, among its purposes. There is no central permit desk. It is decided by the Polizia Locale command for the Municipio your address sits in, and the charge is the Canone Unico, worked from the street's class, the square metres and the days.
Signs on the third day before, or nothing is enforced
The no-parking signs must be standing by seven in the morning on the third day before the occupation. They must be of an approved type, and producing and placing them falls to whoever holds the permit. Once they are up, a signed declaration goes to the zone command; until that reaches them, the Polizia Locale will not tow a car parked in your space.
Area B, the low-emission zone
Area B covers most of the city, Monday to Friday from half past seven in the morning until half past seven at night, public holidays excepted. It is an access ban rather than a toll. Goods vehicles over twelve metres are barred outright, a household removal is not on the derogation list, and lorries and vans need blind-spot detection equipment fitted to enter.
Area C, inside the Cerchia dei Bastioni
A second zone, Area C, sits inside Area B on the Cerchia dei Bastioni ring. It charges by the day on the same weekday hours, one ticket covering a day's entries. Inside the ring the length limit drops to seven and a half metres; above that the Polizia Locale takes a written request by midnight two days ahead, and a household move is not among its named categories.
Hoists, and the ground they stand on
The Comune's application form has a tick-box for special equipment, naming the autogru, autoscala, autoelevatore and piattaforma mobile, so the machine is declared in advance along with the ground it will stand on. Whatever stands in the street must fit inside the square metres applied for; go beyond them and the machinery is removed on the spot.
How this shows up in your quote. The quote asks about each end of the move. Tick “parking suspension or permit required” or “narrow street” for the Milan end and each is priced as its own line, along with the floor and whether there is a lift. A furniture hoist is not part of the online price: show us the stairs and windows at your survey and, where one is needed, it is priced then.

Baranzate

The road from the UK to Milan
Route: Eurotunnel to Calais, then French motorway by Reims, Dijon and Chamonix to the Mont Blanc Tunnel, and Italian motorway into Milan — about 720 miles from Calais.
The road to Milan goes through France and the Mont Blanc Tunnel rather than over the Swiss passes, which keeps the load inside EU customs territory the whole way. The tunnel is paid at its own barrier, since the French motorway tag is not accepted there, and maintenance closes it overnight on a calendar published in advance.

When to move
Saturdays switch both camera zones off
Area B and Area C are weekday schemes and switch off on Saturdays and public holidays; the Quadrilatero della Moda ZTL is the exception and runs every day of the week. A Saturday still needs the kerb permit — what it avoids is the cameras.
Sundays on the road south
Italy keeps goods vehicles over seven and a half tonnes off roads outside built-up areas on Sundays and public holidays. A vehicle coming from abroad, carrying papers that show where the journey began and where the load is going, gets four hours' grace before the ban starts.
Lombardy's own term dates
Lombardy sets its own term dates. This school year lessons run from the middle of September to the eighth of June, with a Christmas break from the twenty-third of December and an Easter one in late March. Schools also shut for two days in early February for the Ambrosian carnival, which falls later here than elsewhere in Italy.
Paperwork once you arrive in Milan
More than one Anagrafe route, and only one is yours
The Comune runs more than one anagrafe route and they are not interchangeable: an ordinary cambio di residenza for people already living in Italy, and a separate request for residence for people arriving from abroad. Start on the wrong one and the file goes back to the beginning, so read the service's own title before you fill anything in.
Filed online, with the papers legalised first
The arrivals-from-abroad route is filed online rather than at a counter: the signed declaration and its attachments are scanned and uploaded, and an acknowledgement, then a protocol number, come back by e-mail. Civil-status and family-composition documents go in as translated, legalised copies, with both sides of every identity document.
Customs when moving to Italy
Italy requires the Agenzia delle Dogane transfer-of-residence file, including a codice fiscale, a valued inventory, and either an Italian residence certificate or a signed declaration of intent to register within the statutory period.

Moving from Milan back to the UK
Loading out of Milan runs on the same two permissions as loading in: the concession for the ground, and signs standing by seven in the morning three days earlier. Inside the Cerchia dei Bastioni the length limit still decides how close to the door a vehicle may stand. Choose a Saturday and the camera zones are off, which often matters more than the hour.

Does a UK-registered lorry need anything extra for Area B?
Yes, and it is treated exactly as an Italian one is. Nothing the Comune publishes exempts foreign plates, and its own plate checker asks which country a plate is from. A business based outside Milan gets five derogation days a year, and those are activated only on the Area B portal, which wants an Italian digital identity or a company profile checked against the Italian chamber of commerce register.
Can a removal vehicle reach an address in the Quadrilatero della Moda?
Only in the windows the Comune sets. That ZTL is closed to traffic round the clock, every day of the week, and goods vehicles may enter to load or unload between nine and eleven in the morning and from eight at night until one in the morning. Area C rules apply on top, because the Quadrilatero sits inside the Cerchia dei Bastioni.
My new address is outside the city boundary — do Milan's rules still apply?
No. Area B, Area C and the Comune di Milano's street permit all stop at the city boundary, so an address in Baranzate, Opera or another neighbouring comune sits outside all three. Street permission there comes from that comune's own police rather than Milan's, and nothing on the Comune di Milano's site will answer for it. The postal town is not the test; the comune on the address is.
Is there any point arriving before Area B switches on?
No, and it is a trap. The Comune's own guidance is that a banned vehicle may enter before half past seven, but then may not move inside the zone, or out of it, until half past seven at night. A lorry that slips in early is parked for the day. Saturdays and public holidays are the clean window, since both zones are off then.
Is there anything on the vehicle itself that Area B checks?
Yes — blind-spot detection. Lorries and vans in categories N2 and N3 may enter Area B only with those systems fitted, the proof uploaded and the plate registered on the Area B service beforehand, and the concession that once let an N2 in on a purchase contract has expired. It is a condition on the vehicle, not on the load.
